Statement Issued by the Commercial and Development Bank
Regarding the Announcement of a Partial Civil Strike to Preserve the Safety of Employees and Customers

To Our Esteemed Citizens,

In light of the worsening security situation in several areas and the increasing frequency of attacks and violations against workers in national institutions, including the banking sector, the management of the Commercial and Development Bank finds itself compelled to take a responsible and courageous stance during this critical period.

Accordingly, we hereby announce the commencement of a partial civil strike within the city of Tripoli, starting Saturday, May 17, which includes the following measures:

Temporary closure of all branches in areas lacking minimum security protection

Suspension of public reception and direct cash services in areas classified as high-risk

Continued provision of electronic services to the extent possible, to ensure the continuity of essential transactions

We have repeatedly attempted to communicate with the relevant authorities to secure protection and ensure a safe working environment for our employees and customers. However, the neglect of this sensitive matter and the ongoing security deterioration have left us no choice but to take this step.

This decision does not reflect an abdication of our responsibilities; rather, it stems from our keenness to safeguard the lives of our employees and the safety of citizens amid the clear absence of the state’s role in protecting sovereign institutions.

We call upon all official bodies to assume their responsibilities and fulfill their legal duty to protect banks, as they are pillars of the state’s stability and financial security.

We pray to God to protect Libya and its people from all harm and to restore security and stability throughout the homeland.
